The office of director of finance/city treasurer of the city is created and established pursuant to Section 40805.5 of the Government Code of the state of California. Such office shall be referred to in this chapter and throughout this code as the director of finance, director of finance/city treasurer, finance director, or finance director/city treasurer.

The director of finance, upon assuming the duties of office, shall execute a bond to the city in conformity with the provisions of the Government Code of the state of California relating to bonds of public officers. The amount of the bond shall be in the penal sum of twenty-five thousand dollars.

The director of finance shall be appointed by the city manager, in accordance with the city Personnel Policy Manual at the time of such appointment, and may be subject to removal or suspension by the city manager. The director of finance shall be supervised by the city manager. The city manager shall obtain the city council's input regarding the appointment of the director of finance prior to any such appointment, employment or hiring.

The financial and accounting duties imposed on the city clerk by Sections 40802 through 40805 of the Government Code and all additions and amendments thereto are transferred to the director of finance.

The director of finance shall have charge of the administration of the financial affairs of the city, under the direction of the city manager, including all duties of the city treasurer pursuant to Section 41000 of the Government Code of the state of California, and all additions and amendments thereto, and Chapter 2.16 of this code.

A. 
The director of finance shall supervise and be responsible for the disbursement of all money and have control of all expenditures to insure that budget appropriations are not exceeded. He shall also audit all purchase orders before issuance; audit and approve, before payment, all bills, invoices, payrolls, demands or charges against the city government; and with the advice of the city attorney when necessary, determine the regularity, legality and correctness of such claims, demands or charges.

Such audited demands may be submitted separately or a register of audited demands may be submitted to the city council for approval or rejection and, pursuant to Section 37202 of the Government Code, shall have attached thereto the affidavit of the director of finance certifying as to the accuracy of the demands and the availability of funds for payment thereof.

Department heads shall certify or approve departmental payrolls or attendance reports for employees in their departments. The director of finance shall certify or approve payrolls or attendance reports of other officers and employees.

A. 
Payroll warrants need not be audited by the city council prior to payment. Payrolls shall be presented to the city council for ratification and approval at the first meeting after delivery of the payroll warrants.
B. 
Warrants drawn in payment of demands certified or approved by the director of finance as conforming to a budget approved by ordinance of the city council need not be audited by the city council prior to payment. Budgeted demands paid by warrant prior to audit by the city council shall be presented to the city council for ratification and approval at the first meeting after delivery of the warrants.

The director of finance shall see that all taxes, assessments, license fees and other revenues of the city or for whose collection the city is responsible, and all other money receivable by the city from the county, state or federal governments or from any court, office, department or agency of the city are collected.

The director of finance shall, in addition to the monthly reports prescribed by Section 41004 of the Government Code, at the end of each fiscal year, submit a complete financial statement and report.

The director of finance shall perform such other duties consistent with the foregoing sections as may be required of him by resolution of the city council.

The director of finance shall supervise the keeping of current inventories of all property of the city by all city departments, offices and agencies.
