A planning commission for the city is created.

A. 
The planning commission shall consist of five regular members, each of whom shall be nominated by a council member and appointed by majority vote of the city council. Every member of the planning commission shall be a resident of the city of Westminster.
B. 
Any member of the planning commission may be removed from office by a majority vote of the city council.

Members of the planning commission shall serve for a term of two years, the term expiring on the date of the first meeting of the city council following each regular municipal election; provided, however, that a member shall remain in office until his or her successor is appointed. In the event of a vacancy before the expiration of the term of office, appointment shall be for the unexpired term.

The planning commission shall have the power to adopt rules for the transaction of its business, subject to approval of the city council, and such power and duties as are or may hereafter be specified by state law or resolution of the city council.

The commission shall elect its chair and vice-chair from among its members at its first meeting after each regular municipal election within the city, following the appointment of new members or reappointment of members to the commission by the city council.
The director of planning, or his or her authorized deputy, shall serve as secretary to the planning commission, and he or she shall keep a record of all minutes and resolutions of the planning commission. In the absence of the director of planning, or authorized deputy, the planning commission shall appoint a temporary secretary. The city council may by resolution designate any other person to serve as secretary to the planning commission.

Each member of the commission shall receive the sum of eighty dollars for each attendance at a regular or adjourned regular meeting of the planning commission; provided, that compensation shall not exceed thirty-six meetings per year.
