The animal control officers of the police department are authorized to enforce the following sections, or successor provisions, of the California Vehicle Code only as they apply to the use of animals as a mode of transportation:

Continuing violation of this title is declared to be a public nuisance, and may be abated as provided by law.

Any person violating any provision of this title shall be issued a citation by the animal control officer. Such citation may be issued upon information and belief after approval of the chief of police.

Any person violating any of the provisions of this title is guilty of an infraction, unless another penalty is provided for in this title, and shall be so charged.
Any person convicted of an infraction for violation of any provisions of this title shall be punished in accordance with Section 1.12.010, unless other fines are prescribed in this title.
