No person shall shoot or discharge any gun, compressed-air gun, rifle, pistol or other firearm within the city, without first having obtained a written permit from the chief of police to do so; provided, however, that nothing herein contained shall apply to the shooting or discharging of any gun, pistol or other firearm by any police officer or other law enforcement agent in the discharge of his official duties, nor to the discharge or shooting of firearms in any licensed shooting gallery, target or other gun or rifle range, or any theatrical performance or exhibition, or in the lawful protection of person or property.
