A. The
following words and phrases, when used in this article, shall for
the purpose of this article have the meanings respectively ascribed
to them in this article.
B. Whenever
any words or phrases used in this article are not defined, but are
defined in the
Vehicle Code of the state, and amendments thereto,
such definitions shall apply.

"Central traffic district" means all streets and portions of
streets within the area described as follows: Not defined.

"Coach" means any motor bus, motor coach, trackless trolley
or passenger stage used as a common carrier of passengers.

"Council" means the council of the city of Westminster.

"Curb" means the lateral boundary of the roadway, whether such
curb be marked by curbing construction or not so marked. "Curb," as
used in this article, shall not include the line dividing the roadway
of a street from parking strips in the center of a street, nor from
tracks or rights-of-way of public utility companies.

"Divisional island" means a raised island located in the roadway
and separating opposing or conflicting streams of traffic.

"Holidays" are those days designated as holidays by the city council, as set forth in Section
2.64.020 of this code.

"Loading zone" means the space adjacent to a curb reserved for
the exclusive use of vehicles during the loading or unloading of passengers
or materials.

"Motor vehicle" shall have the same definition as Section 415
of the California
Vehicle Code.

"Nonmotorized vehicle" means any vehicle that is not self-propelled
for the purpose of travelling over streets and highways, and shall
include, but not be limited to, trailers, nonmotorized recreational
vehicles, boats or other water craft and snowmobiles, which require
a trailer to be moved on streets and highways.

Whenever certain hours are named in this article, they shall
mean standard time or daylight savings time as may be in current use
in this city.

"Parkway" means that portion of a street other than a roadway
or a sidewalk.

"Parking meter" means a mechanical device installed within or
upon the curb or sidewalk area immediately adjacent to a parking space
for the purpose of controlling the period of time occupancy of such
parking-meter space by any vehicle.

"Passenger loading zone" means the space adjacent to a curb
reserved for the exclusive use of vehicles during the loading or unloading
of passengers.

"Pedestrian" means any person afoot.

"Police officer" means every officer of the police department
of the city or any officer authorized to direct or regulate traffic
or to make arrests for violations of traffic regulations.

"Recreational vehicle" shall have the same definition as Section
18010 of the California
Health and Safety Code.

"Stop" when required, means complete cessation of movement.

"Unimproved land" means any parcel of land, in whole or in part,
which is not improved with pavement, landscaping, or a structure developed
in conformity with city development standards.
