There is hereby created and established the office of city treasurer.
The mayor, with the approval of the city council, shall appoint a
competent person as city treasurer and such assistants as the city
council shall deem advisable. The city treasurer shall perform the
duties delegated to him by the city council, and those which may be
imposed upon him by the laws of the state. The duties of city secretary,
city treasurer, municipal clerk and city tax assessor and collector
may be performed by the same individual.

The city treasurer is authorized and instructed to invest and
move funds from demand accounts and purchase certificates of deposit
and to sell certificates of deposit owned by the city and deposit
the receipts from said sale in demand accounts with federally insured
banks from time to time, on such terms and rates of interest as he
shall in his judgment deem in the best interest of the city, and shall
only purchase certificates of deposit and make deposits in accounts
that are federally insured; such investment shall be made only as
allowed by law.
