Every dog and cat within the city, which is suspected of having rabies or is suspected of having been bitten by an animal suspected of having rabies, which dog or cat bites a person, shall be promptly reported to the police department, and shall thereupon be securely quarantined at the direction of the police chief, his designee, or the city's humane officer for a period of ten days, and shall not be released from such quarantine except by written permission of the police chief, his designee, or the humane officer, such quarantine to be at the owner's expense, in a veterinary clinic or hospital in the city.

The owner, upon demand made by the police chief, humane officer, owner, and may be reclaimed by the owner if adjudged free of rabies, and upon payment of the fees set forth in section 8-199, and upon compliance with licensing provisions set forth in this chapter. Compliance with this section shall not prohibit the prosecution of violations of other provisions of this article.

When a dog or cat under quarantine has been diagnosed as being rabid, or is suspected by a licensed veterinarian as being rabid, and dies while under such observation, the police chief, humane officer, or any other peace officer of the city or other party designated by the council for such purposes, shall immediately send the head or brain of such dog to the nearest state department of health services laboratory for testing, and shall notify the proper public health officer of reports of human contacts and the diagnosis made of the suspected dog or cat.

When the report of the state department of health services or a laboratory examination approved by the state department of health services gives a positive diagnosis of rabies, the police chief shall recommend a city-wide quarantine for a period of 30 days, and upon the invoking of such quarantine, no dog or cat shall be taken into the streets, or allowed to be in the streets, during such period of quarantine.

During such period of rabies quarantine as required herein, every dog bitten by an animal adjudged to be rabid shall be forthwith destroyed, or at the owner's expense, shall be treated for rabies infection by a licensed veterinarian, or held under six months' quarantine.

If additional positive cases of rabies occur during the period of the quarantine, such period of quarantine may be extended for an additional reasonable period of time.

No person shall kill, or cause to be killed, any rabid dog or cat, any dog or cat suspected of having been exposed to rabies, or any dog or cat biting a human, nor remove same from the city limits without written permission from the police chief, his designee, or the humane officer.

The carcass of any dead dog or cat exposed to rabies shall, upon demand, be surrendered to the police chief or humane officer.

The police chief, his designee, or the humane officer shall direct the disposition of any dog or cat found to be infected with rabies.

No person shall fail or refuse to surrender any dog or cat for quarantine or destruction as required herein when demand is made therefor by the police chief, his designee, or the humane officer.
