Any person, company, corporation or other business entity wanting
to install a culvert within the corporate limits of the city must
obtain a building permit and pay the required fees.

All culverts installed within the corporate limits of the city
shall be constructed of reinforced concrete pipe or corrugated polyethylene
pipe. If polyethylene pipe is used, such pipe must meet or exceed
ASTM D3350 standards and pipe sizes 12 inches through 60 inches shall
have a minimum cell classification of 335420C. All polyethylene pipes
shall have a smooth interior surface.

If a resident requests the city for assistance in the installation
process, the following rules and regulations are hereby set out:
(1) The
resident will furnish the appropriate amount of reinforced concrete
pipe or corrugated polyethylene pipe. In addition, the resident shall
pay the city, for the installation of the culvert according to the
fee schedule maintained on file in the city secretary's office.
(2) The
public works department will install the culvert properly and cover
the pipe with 1½-inch processed post oak gravel.

The public works department will inspect all culverts installed
by individuals and contractors to ensure proper grade for drainage.

Any person or organization violating any of the provisions of this article shall be guilty of a misdemeanor and shall be punished as provided in section
1-13, and each day such violation shall be permitted to exist shall constitute a separate offense. The owners of any building or premises where anything in violation of this article shall be placed or shall exist and any builder, contractor, agent, person or corporation employed in connection therewith, and who may have assisted in commission of any such violation shall be guilty of a separate offense and upon conviction thereof shall be fined as herein provided.
