shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
Commercial vehicle
means every truck or other vehicle (including a truck tractor)
which is self-propelled and designed, maintained and used primarily
for the transportation of property with a gross vehicular weight of
7,000 pounds or more, and every trailer designed, maintained or used
primarily for the transportation of property with a gross vehicular
weight of 8,000 pounds or more, whether loaded or unloaded. Under

No person in charge of operating said vehicle and no person
in whose name said vehicle is registered shall allow or permit such
vehicle to be parked in violation of this division. The same is hereby
declared to be a nuisance per se and the fact that such vehicle is
unattended or unoccupied by said person shall be prima facie evidence
that the operator thereof and the owner thereof unlawfully and knowingly
so parked such vehicle.
