Any violation of this article shall constitute an offense, and
shall, upon conviction, be punishable by a fine within the limits
provided in V.T.C.A., Transportation Code § 542.401.

(a) There
are hereby established certain school zones with in the city. The
speed limit for motor vehicles operating within said school zones
shall henceforth be 20 miles per hour during the hours between 7:30
a.m. and 4:00 p.m., on Monday through Friday, during the entire school
year. At all other times, the regular prevailing speed limit shall
govern.
(b) This
article shall not be enforced during the time when school is in summer
recess.
(c) All
school zones shall be marked with signs bearing appropriate legends.

The school zones hereby established are as follows, to-wit:
(1) Royal
Primary School.
a. 7th
Street, east and west, between Velasco Street on the east and Otto
Street on the west.
b. Velasco
Street, north and south, between 7th Street and South Street.
c. South
Street, east and west, between Velasco Street on the east and Otto
Street on the west.
d. Otto
Street, north and south, between 7th Street and South Street.
(2) Royal
Elementary School.
a. 4th
Street, east and west, between Cooper Street on the west and Velasco
Street on the east.
b. Cooper
Street, north and south, between 4th Street and 3rd Street.
c. Velasco
Street, north and south, between 4th Street and 3rd Street.
d. 3rd
Street, east and west, between Cooper Street on the west and Velasco
Street on the east.

(a) Minimum
speed limits on certain streets during designated times.
The following streets, or portions thereof, are hereby designated
as school zones and no person shall drive or operate a vehicle at
a speed in excess of 20 miles per hour in any school zone on days
in which school is in session, between the hours of 6:45 a.m. and
8:00 a.m. and the hours of 3:00 p.m. and 4:00 p.m., when signs are
in place giving notice of such speed limit:
(1) First Street.
All of that portion of First Street extending
between its intersections with Otto Street and Kenney Street;
(2) Gassner Road.
All of that portion of Gassner Road extending
between its intersections with FM 359 and Kellner Road; and
(3) Fifth Street.
All of that portion of Fifth Street extending
between its intersections with Bains Street and FM 1489.
(b) Placement
of traffic control devices to regulate speed by drivers.
The city's director of public works, or his designated representative,
is hereby authorized and directed to place or cause to be placed appropriate
traffic control devices to effectuate the establishment of school
zones and maximum prima facie speed limits as herein provided.
(c) Vehicles
traveling in excess deemed prima facie evidence of maximum speed.
Any vehicle traveling at a speed in excess of the maximum prima
facie speed limit herein established for a designated school zone,
during the times herein prescribed, shall be prima facie evidence
that the speed is not reasonable or prudent and that it is unlawful.
No person shall drive a vehicle at a speed in excess of that which
is reasonable and prudent under the circumstances existing.
