A. 
All unclaimed money or property in the possession of the City shall be turned over to the Police Department and shall be held for a period of at least three months.
B. 
Thereafter and at all reasonable times, such property shall be sold at a public auction to the highest bidder.

Notice of such sale shall be given by the City Manager at least 10 days before the time fixed for the sale, by publication once in a newspaper of general circulation published in the county.

Nothing contained in this chapter shall be construed to prohibit the City from establishing a minimum acceptable bid price for the sale of an item of unclaimed property at the public auction, said bid price being based on the reasonable value of the item.

Nothing contained in this chapter shall be construed to limit the right of the City to determine that any property unclaimed for a period of four months is needed for a public use and the right to retain such property and not sell such property, provided proper notice as provided is given.

Nothing contained in this chapter shall be construed to prohibit City employees from bidding on their own behalf at the public auction.

Nothing contained in this chapter shall be construed to limit the rights of persons not employed as full-time employees of the City, nor the rights of the City employees finding property outside the scope of their employment with the City, from asserting the rights of a finder of lost and unclaimed property; provided, however, that the City shall have the right to recover the cost of advertising and reasonable cost of storage and care of the property from the person asserting the rights of a finder of lost and unclaimed property.
