Every person, firm, or entity conducting, managing or carrying on the business of, or providing the facilities for, the conduct of any swap meet, flea market or similar activity as defined in Section 5.15.300 may be required to employ persons approved by the City and in such number as the City shall determine appropriate based on the size and sponsorship of the meet whose purpose shall be to require all sellers at the swap meet or similar activity to list the serial or other identifying number of such identifiable personal property as the City may require be identified pursuant to uniform rules and regulations when such personal property is sold or offered for sale or transfer at such meet and to require such sellers to state whether any identifying numbers have been removed from such personal property to the knowledge of such sellers.
