For the purpose of the provisions regulating wiping rag businesses hereinafter set forth, the following words and phrases shall be construed to have the meaning set forth in this section unless it is apparent from context that a different meaning is intended:
"Health Officer"
means the Orange County Health Officer.
"Wiping rags"
means cloths and rags, other than reusable rental cloths or towels, used for any or all of the following purposes:
1. 
Wiping and cleaning the surfaces of machinery, machine tools, locomotives, engines, motor cars, automobiles, cars, carriages, windows, furniture, and surfaces of articles, appliances, and engines in factories, shops, steamships, and steamboats;
2. 
Generally for cleaning in industrial employment;
3. 
Used by mechanics and workmen for wiping from their hands and bodies soil incident to their employment.

It is unlawful for any person operate any business of laundering, sanitizing or selling wiping rags in the City unless, in addition to any other permit or license which may be required, he or she has a valid permit issued annually by the Health Officer.

A. 
The Health Officer is authorized to administer and enforce the provisions of the Health and Safety Code of the State, and any rules and regulations adopted thereunder, pertaining to wiping rags and wiping rag businesses.
B. 
A permit under this chapter shall be issued by the Health Officer if the applicant complies with the wiping rag provision of the Health and Safety Code, Section 118450 et seq., and any regulations adopted thereunder. The period of the permit shall be one year from date of issuance. Any permit issued under this chapter may be suspended or revoked in accordance with Section 118470 of the Health and Safety Code.

The Health Officer is authorized to collect an annual permit fee from any applicant for a permit under this chapter in such an amount as is established from time to time by the Orange County Health Department.

Any person violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor pursuant to Health and Safety Code Section 118490.
