No person having under his or her control any irrigation water shall permit or allow such water to flow on, over or across any public street, sidewalk, highway, or public place without having first applied for and obtained a permit to do so from the Department of Public Works.

It shall be the duty of all owners and lessees to keep the cement sidewalks adjacent to their premises broomclean and free and clear of implements, merchandise and all other standing and overhanging obstructions; provided that any persons building or improving real estate may be permitted by the Street Superintendent under proper safeguards to deposit building or other materials upon the sidewalks and streets adjoining such property for a limited time during the progress of such construction.
