No person shall move any building into the City, or relocate any building within the City, without applying for and obtaining appropriate permits, posting bonds and paying fees for each building as hereinafter described.

A. 
Prior to application of any building permits for the purpose of relocating a building within the City, the applicant shall pay an on-site inspection fee in an amount set by City Council resolution.
B. 
The foregoing fees apply to each building to be relocated. After the appropriate fee has been paid, the Building Inspector shall make an on-site inspection to determine that the building does comply with all applicable building codes or can be made to comply.

No Building Permit shall be issued until the applicant has completed the land use entitlement process specified in Title 17 (Zoning).

A fee shall be paid to the Community Development Department at the time of filing the application for a building permit. The permit will be issued based on the valuation of the structural work to be done to the building(s). The permit fee and plan check fee shall be in accordance as set forth in the fee schedule applicable to the California Building Code (see Title 15, Chapter 15.04 of the City Code).

Every person engaged in the business of moving buildings, before doing any moving, shall obtain a separate building moving permit for each building from the Street Superintendent, and as a condition precedent to the obtaining of such permit, shall deposit with the Street Superintendent the sum of $175.00 as security against the expense of damage to any City facility caused by such moving. The security shall be refunded in full when the City has ascertained that no City facility has been damaged. The security, or any lesser part thereof, shall be forfeited to pay for damage to any City facility. In the event damage caused by such moving exceeds $175.00, such sum shall be forfeited, and the permittee shall be required to pay to the City the difference between the sum forfeited and the value of the damage caused by the moving.

Every person engaging in the business of moving buildings shall file an application with the Business License Division for a Business License before any move occurs and shall pay a license fee of $40.00 per year payable in advance.

Every person engaged in the business of moving buildings, before doing any moving, shall notify any and all public utilities having poles or wires upon, or along, the route to be traversed of such intention and the character and size of the building, its location and the place to which the building is to be moved and route to be traveled.
