A.
Utility lines, new off-site distribution facilities, including, but not limited to, electric, communications, street lighting and cable television shall be required to be placed underground within all commercial or professional developments, planned residential development and residential subdivisions. Such underground utilities shall be required in conjunction with new construction occurring after August 25, 1966.
B.
The subdivider or developer is responsible for complying with the requirements of this section, and he or she shall make the necessary arrangements with the utility companies for the installation of such facilities. For the purpose of this section, appurtenances and associated equipment such as, but not limited to, surface-mounted transformers, pedestal-mounted terminal boxes and meter cabinets and concealed ducts in an underground system may be placed above ground.
C.
The requirements of this section may be waived by the City Council if topographical, soil or other conditions make such underground installations unreasonable or impractical.
