The Department of Public Works may restrict the use of, or close, any City street whenever the Department of Public Works considers such restriction of use necessary:
A. 
For the protection of the public against hazardous conditions existing on such street for such period as the hazard exists;
B. 
For the protection of such street from damage during storms or during construction, improvement of or maintenance operations thereon.

A. 
Residential Streets. The Director of Public Works, in consultation with the Chief of Police, or their designees, may approve the closure of portions of City residential streets for neighborhood celebrations, parades and special events when he determines that such closure is necessary for the safety and protection of the public who are to use that portion of the street during the temporary closing and will not negatively impact other members of the public. Such closures shall not exceed 15 hours in duration. The Director of Public Works may place upon such closure any additional conditions he or she deems necessary for the safety and protection of the public, including provisions which require access to residents and their guests and limiting the length and boundaries of the portion of the street to be closed.
B. 
Arterial and Collector Streets. The City Council may, by resolution, approve the closure of portions of City arterial and collector streets for celebrations, parades and special events when it determines that such closing is necessary for the safety and protection of the public who are to use that portion of the street during the temporary closing. The resolution shall set forth the places and times that said closure will be in effect. The provisions of the City's special event or special pageant ordinances shall be met as a condition of the closing, including but not limited, to those relating to liability insurance and security measures, unless the City is the applicant. At the discretion of the Director of Public Works, a traffic control plan for such closure may be required, which plan shall be prepared by a registered engineer. The costs of the City's review of any required traffic control plan shall be paid for by the applicant. The City Council reserves the right to waive any requirement proposed herein when it is found to be in the public's interest.
C. 
The City Council may determine to limit the number of closures of residential and/or arterial and collector streets per year by motion or policy.

To notify the public that a City street is closed or its use restricted, the Department of Public Works may:
A. 
Erect suitable barriers or obstructions upon such streets;
B. 
Post warnings and notices of the condition of any such street;
C. 
Post signs for the direction of traffic upon it, or to or upon any other street or detour open to the public travel;
D. 
Place warning devices on such street;
E. 
Assign a flagger to warn, detour or direct traffic on such street;
F. 
Adopt such other measures as determined to be necessary to protect the traveling public.

The Police Department shall cooperate with the Department of Public Works in the enforcement of the closing, or restriction of use, of any City street.
