Prior to installation, each meter will be tested and no meter found to register more than two percent fast or slow under conditions of normal operation will be placed in service.

A consumer may, by giving not less than one week's notice, request the City to test the meter serving his or her premises.

The City may require the consumer to deposit an amount to cover the reasonable cost of such test, as set forth by resolution of the City Council. The deposit will be returned if the meter is found to register more than two percent fast.
A consumer shall have the right to require the City to conduct the test in his or her presence, or in the presence of his or her representative, and the consumer will be notified a reasonable time in advance of the time and place of the test.

A written report giving the results of the test will be shown to the consumer within 10 working days after completion of the test.

Should a meter be found to be registering more than two percent fast under normal operation, the City will refund the full amount of the overcharge based upon corrected meter readings for the period not exceeding six months in which the meter was in use.

Should a meter be found to be registering more than two percent slow, the City may bill the consumer for the amount of the undercharge, based upon corrected meter readings for the period not exceeding six months in which the meter was in use.

The City may bill the consumer for water consumed while the meter was not registering at the minimum monthly or bimonthly meter rate, or computed upon an estimate of consumption based either upon the consumer's prior use or upon reasonable comparison with other consumers' use receiving the same class of service under similar circumstances and conditions.
