For the purpose of prescribing regulations for green building erecting, construction, alteration, repair, improving, conversion and demolition, the following construction code, subject to the modifications set forth in this chapter, is hereby adopted: the California Green Building Standards Code (CALGREEN), 2025 Edition, as published by the California Building Standards Commission.

A. 
Section 202 is amended by adding the following definition:
Sustainability. Consideration of present development and construction impacts on the community, the economy, and the environment without compromising the needs of the future.
B. 
Section 4.304.1 is deleted and replaced as follows:
4.304.1 Irrigation controllers. Automatic irrigation system controllers for landscaping provided and installed at the time of final inspection and shall comply with the following:
1. 
Controllers shall be weather-or soil moisture-based irrigation controllers that automatically adjust irrigation in response to changes in plants' needs as weather conditions change.
2. 
Weather-based controllers without integral rain sensors or communication systems that account for local rainfall shall have a separate wired or wireless rain sensor which connects of communicates with the controller(s). Soil moisture-based controllers are not required to have rain sensor input.

A. 
Any person, firm or corporation violating any of the provisions of this chapter shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of the provisions of this chapter is committed, continued, or permitted, and each such offense shall be punishable by a fine of not more than $1,000.00, or by imprisonment for not more than six months, or both such fine and imprisonment.
B. 
In addition, this code may be enforced by injunction or other appropriate civil remedy.
