The fish and game commission in Placer County is established and shall consist of one member each from supervisorial districts Nos. l, 2, 3, and 4, and shall consist of three members from supervisorial district No. 5:
The seven members of the fish and game commission shall be appointed by the Placer County board of supervisors and shall serve a term of office of four years, except that the term of office of each member shall coincide with the term of office of the supervisor of the supervisorial district from which he or she is appointed.

The fish and game commission so appointed by the board of supervisors shall elect its own chairperson who shall designate the times and places of all meetings of the commission and shall arrange to have notices of the times and places of such meetings given pursuant to rules of procedure which the commission shall adopt.

Members of the commission shall receive $30 per meeting attended with a maximum limit on compensation for 18 meetings per county fiscal year; actual and necessary expenses incidental to the proper execution of their duties and responsibilities; and such necessary traveling and other official expenditures necessitated by their official duties as shall be approved by the board of supervisors.

The fish and game commission shall have the following powers and duties:
To advise the board of supervisors on all matters affecting the conservation, propagation, preservation, and management of fish and wildlife that is within the jurisdiction of the board of supervisors;
To coordinate efforts in habitat improvement, public awareness, and resource education within Placer County, to provide the citizens of Placer County with a forum to express their concerns, opinions, beliefs, and views pertaining to the conservation, propagation, preservation, and management of fish and wildlife in Placer County, and to perform such other duties and functions as the board of supervisors may direct;
To make recommendations to the board of supervisors regarding the budget for use of the fish and wildlife propagation fund of the county in accordance with the provisions of Chapter 2 (commencing with Section 13100) of Division 10 of the Fish and Game Code,
To expend, grant and otherwise provide for the use of the funds as allowed by Fish and Game Code Section 13103 within the budget approved by the board of supervisors; and
