Any person desiring information of a specialized nature which is not a part of the normal records maintained by a county department in its regular business activities may secure such information by paying to such department the cost of compiling such information. The cost shall be determined by the department head and shall include the cost of all labor and materials required for such compilation. All such special fees shall be transmitted by the department to the county auditor.

A charge of $350 shall be made for an application by any person for abandonment of a county road or a public easement. Such fee shall be nonrefundable and for the purpose of defraying county expenses in the processing of such application. The applicant shall, in addition, pay the fair market value of the property proposed to be abandoned.

A. 
Notwithstanding any other provisions of this code, the board of supervisors, upon a showing of good cause, may waive, in whole or in part, fees established in this code for the furnishing of public services, and may also for good cause, grant variances from requirements established by this code.
B. 
On any matter heard by the board of supervisors under Chapters 16 and 17, where the board has denied the matter and directed that it be reheard by the appropriate lower hearing body, the fee shall be 50% of the fee otherwise prescribed.
C. 
Any project governed by Placer County general plan policy 1.N.6 and/or policy 2.A.23 may apply for a waiver of processing fees pursuant to these general plan policies. Upon application the county executive officer (CEO) may waive up to 50% of any such fee required by ordinance if:
1. 
The CEO determines the project meets the requirements of the above stated policies; and
2. 
The CEO determines that the project will achieve the goal of these policies for a reasonable period of time, not to be less than three years. The CEO may, for good reason, provided in writing to an applicant, waive less than 50% of the fees or determine no waiver is appropriate. The decision of the CEO shall be final and any appeal will be directly to the superior court. Expressly there is no appeal of the CEO's decision to the board of supervisors.
D. 
The fee for a temporary outdoor event (TOE) permit application may be waived for temporary agricultural events by the community resources/development agency (CDRA) director or designee if:
1. 
The CDRA director or designee determines that the TOE application is consistent with General Plan Agricultural and Forestry Resources Policies 7.C.1, 7.C.2, 7.C.3, and 7.C.6;
2. 
The CDRA director or designee determines, in consultation with the Placer County agricultural commissioner, that the proposed temporary event is for the purpose of promoting agriculture or is related to agricultural operations in the county; and
3. 
The CDRA director or designee determines that the temporary event application and proposed event complies with all provisions of Chapter 17, Article 17.56, Section 17.56.300(B).

The Placer County museums shall be available free of charge.
B. 
The division of museums may establish educational and other programs and offer these programs to schools and other interested groups to further the understanding of county history. A fee, as determined by board of supervisors resolution, shall be charged to recoup administrative costs.

The facilities at the Bernhard Museum Complex shall be available for public use at a rental rate as determined by board of supervisors resolution. The director of the department of general services is authorized to develop usage policies and procedures.

Unless otherwise provided at law, fees shall be adopted and may be increased, decreased, or changed in scope at a noticed public hearing based on data indicating the cost or estimated cost required to provide the service for which the fee or service charges are to be levied, or based on a state or federal law methodology or published rate applicable to the specific service. These fees shall be reflected in a resolution of the board of supervisors, and shall be subject to annual adjustments. The resolution reflecting the current fee schedules and definitions of categories shall be conclusive as to the amount of any fee and annual adjustment and shall be posted online and in offices of the CDRA. The annual rate adjustment methodology for each fee shall be as follows:
A. 
Building Department. The rate of the annual adjustment of fees derived from project valuations shall be based on the following Construction Cost Index: State of California Department of General Services California Construction Cost Index (CCCI). The rate of the annual adjustment of all other fees shall be based on the following Consumer Price Index: State of California Department of Industrial Relations Consumer Price Index-California for All Urban Consumers. The adjustment in each fee will be calculated based on the difference between the most currently available index and the index amount for the same month of the previous year. The percentage change in each fee shall be the same as the percentage change in the corresponding index. The adjusted fee shall be rounded to the nearest dollar.
B. 
Engineering and Surveying. The rate of the annual adjustment of the Unit Cost Spreadsheet shall be based on the following Construction Cost Index: the Construction Cost Index as posted in the Engineering News Record. The rate of the annual adjustment of all other fees shall be based on the following CPI: State of California Department of Industrial Relations Consumer Price Index-California for All Urban Consumers. The adjustment in each fee will be calculated based on the difference between the most currently available CPI and the CPI amount for the same month of the previous year. 1. 
Exceptions to Annual CPI Increase.
a. 
Pursuant to state law (California Food and Agricultural Code Section 30804.5 or subsequent code section), dog license fees shall be issued for one-half or less of the required fee if a certificate is presented from a licensed veterinarian that the dog has been spayed or neutered.
b. 
Fees that are established by court order may be charged by the department of health and human services without prior inclusion in a resolution adopted by the board of supervisors.
c. 
Animal Adoption Fees and Other Fees Set by State or Federal Law. Such fees shall be set forth in a separate resolution adopted by the board of supervisors. Increases to fees listed in said resolution will require a noticed public hearing and fee study to support the change. Fee schedule modifications to this schedule that are expressly established by state or federal law or regulation, require only board of supervisors' approval without the need for a fee study or noticed public hearing. Animal adoption fees are also subject to County Code Chapter 6, Article 6.04, Section 6.04.140.
B. 
Environmental Health. The rate of the annual adjustment of fees shall be based on the following consumer price index (CPI): State of California Department of Industrial Relations Consumer Price Index-California, for All Urban Consumers. The purpose of this article is to establish a system for the registration of weighing and measuring instruments and to recover the cost of inspecting and testing such instruments as provided for by Business and Professions Code Section 12240 et seq.

For the purpose of this article, and unless the text otherwise requires, the following terms and phrases shall have the following definitions:
"Commercial purposes"
shall have the meaning assigned to it by Section 12500 of the Business and Professions Code.
"County sealer"
means the sealer appointed by the Placer County board of supervisors and duly authorized agents.
"Location"
means the room, enclosure, building, space or area where one or more weighing and measuring instruments are located or operated. For electric and vapor meters, each house or mobile home is considered a location except in a mobile home park or apartment complex where the park or complex is considered one location.
"Weighing and measuring instrument"
means and includes any device classified by the State Secretary of Food and Agriculture as coming within Business and Professions Code Section 12240, as defined in the California Code of Regulations, Title IV, Division 9, Chapter 1, commencing with Article 1.

No person shall use any weighing or measuring instrument for commercial purposes without having a current annual registration certificate for such instrument. The certificate shall be in addition to any other certificate, license, or permit which may be required by the county or any other governmental entity. In the case of LP-gas vapor meters, a certificate shall be issued based on an annual count of a LP-gas dealer's meters located in the county, and if changes in the number of meters occur during the year, no additional certificate(s) shall be required.

An application for a registration certificate must be submitted to the county sealer in the form prescribed by him or her. The county sealer shall, upon receipt of a completed application and the payment of the applicable fees described herein, issue a current registration certificate.

Each registration certificate shall expire on December 31st of the year of its issuance and may thereafter be renewed on an annual basis upon payment of the applicable fees provided herein.

A. 
An annual registration fee shall be charged for the calendar year, or any part thereof, for all weighing and measuring instruments requiring a registration certificate as provided for herein. The annual registration fee is hereby established as stated in Business and Professions Code Section 12240, except as modified in paragraph B following.
B. 
The annual registration fee for one to three hanging, computer or counter scale(s), or cordage/wire meters brought to the county sealer's location shall be one half the fee stated in California Business and Professions Code Section 12240(f) for one to three devices only. More than three devices shall be assessed at the statutory rate.

The Placer County agricultural commissioner/sealer of weights and measures shall charge and collect fees for inspections and other related services as required by law. These fees shall be reflected in a resolution of the board of supervisors and shall be subject to annual adjustments. The rate of the annual adjustment of fees shall be based on the State of California, Department of Industrial Relations, Consumer Price Index-California, San Francisco-Oakland-San Jose, All Urban Consumers ("CPI").
The adjustment in each fee will be calculated based on the difference between the most currently available CPI and the CPI amount for the same month of the previous year. The percentage change in each fee shall be the same as the percentage change in the CPI. Fees shall be rounded to the nearest dollar. The board adopted resolution reflecting the current fee schedule and definitions of categories shall be conclusive as to the amount of any annual adjustment and shall be on file with the agricultural commissioner/sealer of weights and measures. The annual billing and fee adjustment date is subject to change by the agricultural commissioner/sealer of weights and measures with prior public notice.

The purpose of this division is to establish a system to recover the cost of agricultural inspections, certifications, and registrations as provided for by the California Food and Agriculture Code and Labor Code.

A. 
The following are required to register with or notify the Placer County agricultural commissioner/ sealer of weights and measures before doing business in Placer County. The fees charged and collected for registration and certifications shall be the maximum amount authorized by state law.

The term of registration or certification shall be one year unless prescribed otherwise in the California Food and Agriculture Code or California Labor Code.

Placer County shall initiate user fees for the delivery of fire and rescue services, personnel, supplies and equipment to the scene of motor vehicle accidents occurring within the direct protection area of Placer County fire. The rate of user fees shall be that which is usual, customary and reasonable which may include any services, personnel, supplies and equipment. User fees will only apply to nonresidents of the Placer County fire direct protection area who have been determined to be "at fault" in the accident. Responses involving intoxicated drivers will be billed pursuant to California Vehicle Code Section 53150.
The user fees shall be billed to the motor vehicle insurance carrier for all accidents or incidents involving at-fault, non-Placer County fire residents, representing an add-on cost to the claim for damages to vehicles and property and/or injuries.
All amounts collected as a result of this section shall be placed in the fire control fund or in the pertinent Placer County fire zone of benefit to recover actual costs incurred as a result of the response to the motor vehicle accident.
A schedule of billing charges to be used in all insurance recovery actions shall be as prescribed in the Placer County fire motor vehicle accident user fee schedule which is maintained by the office of emergency services and updated, as required, during annual contract renewal negotiations.

The clerk of the board of Placer County shall charge and collect an application fee from anyone filing an application for changed assessment with the Placer County assessment appeals board. An application for changed assessment will not be accepted as complete until and unless payment is received in full.
The fee shall be charged for each parcel being appealed. Each assessor's parcel number shall be considered to be a separate parcel for the purposes of this fee.
The application fee shall be in the following amounts:
July 5, 2012 through June 30, 2013
$35.00 per parcel
July 1, 2013 and thereafter
$40.00 per parcel
