It shall be an offense for any person, firm or corporation to
do any of the acts of this article within the corporate limits of
the city.

No person shall sell, attempt to sell, possess for the purpose
of sale, or to give away any type of fireworks, including but not
limited to firecrackers, cherry bombs, torpedoes, sparklers, pinwheels,
skyrockets and roman candles, regardless of whether such fireworks
are powered by powder, or by some other chemical substance.

(a) No person
shall fire and discharge any fireworks of the above described types
within the corporate limits of the city.
(b) No person
shall permit the firing and discharge of any of the above mentioned
types of fireworks within the corporate limits of the city.

(a) Any violation of this article shall, upon conviction, be punished by the general penalty found in section
1-13.
(b) It is
provided, however, that nothing herein shall prevent any person, firm,
corporation, association or civic organization from presenting, with
or without pay, a controlled fireworks display for the entertainment
of the public, provided the following conditions shall be met:
(1) The
prior permission of the city council shall be obtained.
(2) The
volunteer fire department shall have been notified, and shall have
notified the city council, in writing, that said fire department is
of the opinion that said fireworks display can be safely presented,
and that said fire department is in a position to have men and equipment
on standby, against the possibility of any fires being started by
said display.
