When used in this part, the following words shall have the meanings respectively ascribed to them by this section:
"Parked"
means the stopping or standing of a vehicle whether occupied or not, attended or unattended.
"Vehicle"
means any device in, or upon, or by which any person or property is or may be transported upon a street or highway except a device which is operated upon rails or tracks.

A. 
It is unlawful and a violation of the provisions of this article for any person to permit any vehicle to remain or be placed or be parked in excess of the parking limitations established by the board of supervisors when so designated by signs or markings. Where time limitations are placed, a vehicle parked for the maximum duration of the time limit may not return to the same block for the equivalent number of minutes or hours of the posted time limit following its departure. For purposes of this section, a "block" shall mean both sides of a street lying between two intersecting streets without interruption by any other intersecting street on either side.
B. 
The director of public works or designee shall have the authority to determine when parking adjacent to any intersection or driveway shall be restricted.
1. 
Parking within 20 feet of a marked or unmarked crosswalk is prohibited with or without the use of signs or curb markings.
2. 
If not at a marked or unmarked crosswalk, parking within 50 feet of a stop sign, yield sign, or a side street approach to an intersection with a through street is prohibited when designated as such by the director of public works or designee through the use of signs or curb markings.
3. 
Parking adjacent to an uncontrolled intersection is restricted when designated as such by the director of public works or designee through the use of signs or curb markings, to a distance determined necessary by county engineers and in accordance with the California Department of Transportation's Highway Design Manual.

The following curb marking colors and their meanings shall be in effect in Placer County where curb is present and shall conform to the provisions of Section 21458 of the California Vehicle Code:
A. 
Red. No parking, standing or stopping.
B. 
Yellow. Commercial or passenger active loading or unloading zone.
C. 
White. Passenger active loading or unloading zone.
D. 
Green. Limited time parking.
E. 
Blue. Parking for physically disabled.

The director shall cause signs and/or markings that conform to the requirements of the Vehicle Code to be placed at each such restricted parking area.
