The City Commission may, from time to time, amend the regulations and provisions of this chapter as provided by law. A proposed amendment may be originated by the City Commission or the Planning Commission. All proposed amendments originating with the City Commission shall be referred to the Planning Commission for a report thereon before any action is taken on the proposal by the City Commission.
