The city council of the city of Brentwood declares that it desires to qualify to receive aid from the state of California under the provisions of Chapter 1 of Title 4 of Part 4 of the California Penal Code.

Pursuant to Section 13522 of Chapter 1 of Title 4 of Part 4 of the California Penal Code, the city of Brentwood, while receiving aid from the state of California pursuant to said Chapter 1 will adhere to the standards or recruitment and training established by the California Commission on Peace Officer Standards and Training.

City of Brentwood hereby establishes as a minimum level of police services that the city shall maintain a ratio of one and one-half sworn officers to one thousand residents. The ratio may be less than this ratio for a period not to exceed one hundred twenty days due to resignations, terminations, or retirements. The city population shall be based on the most reliable estimates as approved by the city council.
