For the purposes of Title 10, unless otherwise apparent from the context, certain words and phrases used in this title are defined as set forth in this chapter.

Holidays. The city council shall establish by resolution those holidays on which the public offices of the city shall be closed.

"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

Official Standard Time. Wherever certain hours are named in this title, they shall mean standard time or daylight saving time as may be in current use in the city.

"Official traffic control devices" means all signs, signals, markings, and devices, not inconsistent with the provisions of this title, placed or erected by the authority of a public body or official having jurisdiction for the purpose of regulating, warning, or guiding traffic.

"Parkway" means that portion of a street other than a roadway or a sidewalk.

"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

"Bicycle" means a device which any person may ride propelled exclusively by human power through a belt, chain or gears and having one or more wheels.

"Roller skate" means any shoe, boot or other footwear to which one or more wheels are attached.

"Skateboard" means a vehicle, device or conveyance with any number of wheels, with a riding surface of any design upon which a person may place one or more feet and which is designed to be or can be propelled by a human or a motor and which is not classified as a bicycle.

"Driver" means a person who drives or is in actual physical control of a vehicle.

"Hazardous materials" means any explosive, blasting agent, flammable liquid, flammable solid, oxidizing material, corrosive, compressed gas, poison, radioactive material, or other hazardous materials of such type and in such quantities as to require the display of placards or markings on the vehicle exterior by the United States Department of Transportation regulations (49 CFR Parts 172, 173 and 177) and any other substance, material or device posing an unreasonable risk to health, safety or property during transportation.

"Trailer" means a vehicle designed for carrying persons or property on its own structure and for being drawn by a motor vehicle and so constructed that no part of its weight rests upon any other vehicle.

"Truck route" means those streets designated by the city council by ordinance or resolution as truck traffic routes for use of vehicles exceeding a maximum gross weight of six tons.

"Vehicle" means a device by which any person or property may be propelled, moved or drawn upon a highway, excepting a device moved exclusively by human power or used exclusively upon stationary rails or tracks.

"Commercial vehicle" means any vehicle, tank truck, trailer or semitrailer designed for or engaged in carrying merchandise, freight or other material whether such vehicle is laden or unladen.
