The city council finds that there are an increasing number of vehicles traveling within and through the city which contain hazardous materials, and finds that if the parking of these vehicles is not regulated and controlled by reasonable procedures, a danger to persons and property in the city will exist. The city council determines that the public health, safety and welfare require the establishment of regulations to control the parking of vehicles carrying hazardous materials within the city.

It is prohibited for any driver of a vehicle carrying hazardous materials to do any of the following:
A. 
To park anywhere in the city except on a designated truck route;
B. 
To park on a designated truck route unattended for more than a total of ninety minutes during any twenty-four hour period;
C. 
To leave any trailer, not connected to a vehicle and containing hazardous materials, parked within the city.
