The city council finds that there are an increasing number of vehicles traveling within and through the city which contain hazardous materials, and finds that if the parking of these vehicles is not regulated and controlled by reasonable procedures, a danger to persons and property in the city will exist. The city council determines that the public health, safety and welfare require the establishment of regulations to control the parking of vehicles carrying hazardous materials within the city.
