The council, on the basis of engineering and traffic investigations and surveys, has determined that the speeds permitted by state laws, as applicable to certain city streets, are different than those necessary for safe operation thereon under the conditions found to exist on such streets. It is declared that the prima facie speed limit shall be as set forth by resolution on those streets, or parts of streets, within the city when signs giving notice thereof have been erected upon such streets.

The city engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from speeds otherwise applicable within the district or intersections and shall erect appropriate signs giving notice thereof.
