In the event a project is to be carried out by the city and one or more public agencies, the lead agency shall be determined pursuant to CEQA guidelines Section 15051 or, in the event of a dispute, by the office of Planning and Research pursuant to CEQA guidelines Section 15053. The lead agency shall also be responsible for preparing a negative declaration or EIR.

Pursuant to CEQA guidelines Section 15050 the decision-making body of any responsible agency shall certify that the body has reviewed and considered the negative declaration or EIR prior to acting upon or approving the project.
