The engineering requirements and standard specifications for street, storm drain, sewer and water line construction dated January 1991, and attached to the ordinance codified in this chapter as Exhibit A are adopted. Any revisions or amendments shall be adopted by resolution of the City Council.

As used in this title:
"Street maintenance"
means any work performed by City crews, or by contract whose purpose is to return the roadbed, road surface or related drainage or utility installations to the same condition as when the road was constructed or improved.
"Street improvements"
means any work performed by City crews or by contract whose purpose is to increase the quality of the street through improvements of the roadbed, improvements of the road surface (such as paving), widening or changes to the related drainage or utility installations that go beyond the original requirements of the road.
