A public arts commission for the city of Cathedral City has been created which shall consist of five members selected by the city council, serving without compensation, appointed in the manner and for the terms prescribed in Section 2.06.010 of this municipal code.

Designation of chairpersons for the public arts commission shall be governed by Section 2.06.020 of this municipal code. The commission shall be authorized to appoint and fix the membership of such number of standing and temporary committees as it may find expedient for the performance of its duties. The city manager may appoint an executive secretary and other staff and provide such compensation for their services as may be authorized by the city council.

The public arts commission shall be held as necessary to fulfill its duties at such time and place as shall be fixed by the commission. A majority of the existing appointed members of the commission shall be considered a quorum for the transaction of business. The commission may establish such rules and regulations as it deems necessary for the conduct of its business. In matters relating to holding and conducting regular and special meetings, the commission shall be bound by the provisions of the Ralph M. Brown Act of the state, as it may be amended.

The public arts commission shall function in an advisory role to the city council as may be appropriate from time to time. To fulfill this role, the commission shall have, among others which hereafter may be delegated by the city council, the following responsibilities:
A. 
Cooperate with other governmental agencies and civic groups in the advancement of public arts planning and programming for the city;
B. 
Prior to December 1st of each year, submit an annual report on priorities and requests and advise on long range capital improvement programs pertaining to public art to the city council for review;
C. 
Recommend to the city council plans for the acquisition, development, maintenance, restoration, exhibition and display of public art on public property;
D. 
Recommend the selection of areas or facilities for the display or exhibition of public art;
E. 
Recommend grants and other financial support programs that may be applicable to the acquisition, maintenance, restoration, exhibition and display of public art on public property;
F. 
Assess the public art needs of the city and interpret such needs of the public to the city council;
G. 
Perform such other duties as may be requested from time to time by the city council.

The public arts commission shall cause proper records to be kept of its minutes, actions, findings and determinations. Said records shall be forwarded to the city clerk for filing and they shall be public records.

The commissioners shall receive reimbursement for actual and necessary expenses incurred in connection with the performance of their duties. No expense of any kind shall be incurred by the commission, or members thereof, unless first authorized and approved by the city council.
