The city declares that it desires to qualify to receive aid from the state under the provisions of Chapter 1 of Title 4, Part 4, of the California Penal Code.

Pursuant to Section 13522 of the Chapter 1 referred to in Section 2.44.010, the city while receiving aid from the state pursuant to said Chapter 1, will adhere to the standards for recruitment and training established by the California Commission on Peace Officer Standards and Training.
Pursuant to Penal Code Section 830.6(a)(2), those reserve police officers who have qualified as Level I reserve officers pursuant to Penal Code Section 832.6(a)(1) and who have been and continue to be designated by the chief of police as assigned to the prevention and detection of crime and the general enforcement of the laws of this state are peace officers. Such Level I reserve officers shall possess the full powers set forth in California Penal Code Section 830.1. The chief of police may revoke the authority of any such officer at anytime.
All other reserve police officers shall be permitted to exercise the duties and functions described in Penal Code Sections 830.6(a)(1) and 832.6(a)(2) and (3) as they have been certificated to perform by the California Commission on Peace Officer Standards and Training (POST). The chief of police may revoke the authority of any such officer at anytime.
