This chapter is enacted pursuant to Section 22507 of the California Vehicle Code to establish a program for permit parking.

For the purpose of this chapter, the following words and phrases are defined as set forth below, unless it is apparent from the context that they have a different meaning:
"Parking permit"
means a permit to park in a permit parking district, issued pursuant to Section 10.25.090 of this chapter.
"Permit parking district"
means an area with streets and boundaries designated by a city council resolution wherein vehicles displaying a valid permit shall be exempt from parking restrictions established pursuant to this chapter.
"Permit parking policy"
means the latest permit parking policy approved by city council resolution.

Except as otherwise provided in this chapter, it is unlawful for any person to stand or park a vehicle on any street or portion thereof in a permit parking district on the days, or during the hours, or for longer than the time periods established by resolution of the city council without properly displaying a valid parking permit for such permit parking district. The prohibitions created by this chapter shall not be enforced unless signs or markings giving adequate notice thereof have been placed.

The following vehicles are exempt from the regulations imposed by this chapter:
A. 
Authorized emergency vehicles;
B. 
City or other local, state, and federal government vehicles, when in use for official business;
C. 
Public utility vehicles and other service vehicles, when in use for official business or performing a private service;
D. 
Any vehicle used for the collection or delivery of United States Mail; or
E. 
Any vehicle lawfully displaying a special identification license plate or placard issued to a disabled person.

A. 
Nothing in this chapter exempts a vehicle with a parking permit from complying with any parking rule, regulation, or restriction imposed by state law or any other chapter in this code.
B. 
A parking permit does not guarantee nor reserve an on-street parking space.
C. 
Possession of a parking permit pursuant to this chapter does not allow overnight parking, which is governed by Chapter 10.24 of this code.

A. 
Permit parking districts shall be established by city council resolution. The director of public works shall make a recommendation to the city council regarding the boundaries of any proposed permit parking district.
B. 
Permit parking districts may be appropriate in the following locations:
1. 
Locations where unrestricted parking by non-local vehicles results in insufficient available parking for local residents or their guests, or local businesses and their employees and customers;
2. 
Locations where unrestricted parking regularly, substantially, and unreasonably interferes with the use of a majority of the available public street parking;
3. 
Locations where unrestricted parking results in unreasonable noise, traffic hazards, environmental pollution, or other interference with the residential or local business environment, and detrimentally affects the public welfare;
4. 
Locations where time-limited parking restrictions are in place in residential areas for the purpose of limiting parking intrusion from institutional or commercial uses; or
5. 
Such other locations as may be deemed appropriate by the city council.

A permit parking policy shall be established by city council resolution and shall set forth such additional rules and procedures for the implementation of this chapter as the city council may deem necessary or appropriate.

The director of public works shall be responsible for implementing the permit parking policy and providing for the installation of street signs and markings as required by state law to enforce the regulations in this chapter.

A. 
Upon council approval of a permit parking district, the director of public works shall issue parking permit applications and shall issue permits, by street or streets, upon proper application therefor in accordance with the latest adopted permit parking policy. The director of public works may withhold issuing any permit for a vehicle for which there is evidence of any outstanding, unpaid parking violation.
B. 
The city may charge a reasonable fee for processing permit applications and issuing permits, as established by city council resolution.
C. 
Any person wishing to appeal a permit denial may file, in writing, a notice of appeal with the city clerk, who shall place the matter on the city council's agenda for review by the city council and give the applicant written notice of the time and place of such review. The city council shall review the grounds for the city's denial of the parking permit and determine whether the appellant is entitled to a parking permit. The decision of the city council shall be final.

A parking permit shall only be used by the vehicle for which it was issued. Permits are not transferable and any unauthorized transfer will result in revocation of the permit. The city may deny issuance of a new parking permit to any person or business if the city reasonably determines that such person or business previously transferred a parking permit without authorization.

Parking permits shall be displayed as required in the latest adopted permit parking policy. The city may also choose not to issue physical permits or placards and instead link permits to license plate numbers, in which case permittees shall be required to clearly display their license plate rather than a separate permit.
