Whenever any ordinance of this city designates and describes any street or portion thereof as a street the use of which is permitted by any vehicle exceeding a maximum gross weight limit of three tons, the city engineer is hereby authorized to designate such street by appropriate signs as "truck traffic routes" for the movement of vehicles exceeding a maximum gross weight limit of three tons.
When any such truck traffic routes are established and designated by appropriate signs the operator of any vehicle exceeding a maximum gross weight limit of three tons shall drive on such routes and none other except that nothing in this section shall prohibit the operator of any vehicle exceeding a maximum gross weight of three tons coming from a truck traffic route having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained therefor.
The provisions of this section shall not apply to passenger busses under the jurisdiction of the public utilities commission, or to any vehicle owned by a public utility while necessarily in use in the construction, installation or repair of any public utility, or to any non-commercial vehicle.

In accordance with Section 10.32.020, and when signs are erected giving notice thereof, the following streets, or portions or streets, are hereby declared to be truck traffic routes for the movement of vehicles exceeding a maximum gross weight of three tons:

All state highways throughout the city;
B. 
Foothill Boulevard from west city boundary
(Cataract Avenue) to the east city boundary (approximately three hundred fifty feet east of San Dimas Canyon Road);
C. 
Arrow Highway from west city boundary (Valley Center Avenue) to east city boundary (approximately three hundred feet west of San Dimas Canyon Road);
D. 
Cienega Avenue from west city boundary (Valley Center Avenue) to Arrow Highway;
E. 
Covina Boulevard from Badillo Street to Cataract Avenue;
F. 
Badillo Street within city limits from Sunflower Avenue to Covina Boulevard;
G. 
Puente Street from west city boundary (approximately eight hundred feet northwest of Avenida Monte Vista) to Via Verde;
H. 
Via Verde from south city boundary (Covina Hills Road) to 57 Freeway;
I. 
Lone Hill Avenue from north city boundary (Gladstone Street) to Covina Boulevard;
J. 
Cataract Avenue from Arrow Highway to Covina Boulevard;
K. 
San Dimas Avenue from Foothill Boulevard south to 210 Freeway;
L. 
San Dimas Avenue from Arrow Highway to Via Verde;
M. 
San Dimas Canyon Road from Foothill Boulevard to Arrow Highway.
