"Repair," as used in this chapter, does not include minor adjustments or the replacement of parts where such adjustments or replacements may reasonably be expected to be accomplished within a seventy-two hour period, and are actually completed within such period.

No person shall repair or dismantle, within plain view of a public right-of-way, any automobile, motorcycle, boat or other vehicle or conveyance in any residential district of the city.
