"Access service route" means any access roads or easements designated
or identified by the director for use by authorized emergency or utility
vehicles.

"Alcoholic beverage" includes alcohol, spirits, liquor, wine,
beer and every liquid or solid containing one-half of one percent,
or more, of alcohol by volume and which is fit for beverage purposes
either alone or when diluted, mixed or combined with other substances.

"Aquaplane" means any plank, surfboard, water ski or other device
used for transporting, conveying or carrying a person who is towed
or pulled by any boat by means of a rope, chain, cable, wire or other
connection.

"Auxiliary" means any vessel having both sails and either an
inboard or installed outboard motor, and which may be propelled by
its sails or by its motor, or both.

"Beach" means a public beach area bordering park waters.

"County slip" means any slip owned and operated by the county
of Los Angeles.

"Department" means the county of Los Angeles department of parks
and recreation.

"Director" means the city manager, his deputy or other person
authorized by him to act in his stead in the case of a park owned,
managed or controlled by the city. In the case of a park owned, managed
or controlled by the county or state, "director" means the appropriate
official of such jurisdiction, his deputy, or other person authorized
to act in his stead.

"Distress" means a state of disability which, if unduly prolonged,
could endanger life or property.

"Emergency" means a state of proximate danger to life or property
in which time is of the essence.

"Facilities" means any and all structures in or on park waters,
either publicly or privately owned, that are intended primarily to
be used by or for the service of small craft (including ramps, hoists,
parking areas, leased water areas, concessions and service facilities)
located on or in the waters of the county, under the jurisdiction
of the director, in either incorporated or unincorporated areas.

"Fairway" means the parts of a waterway kept open and unobstructed
for navigation.

"Fire department" means the county forester and fire warden
of the county of Los Angeles.

"Float" means any floating structure normally used as a point
of transfer for passengers and goods and/or mooring purposes.

"Moor" means the securing of a vessel other than by anchoring.

"Mooring" means:
A. A place
where vessels are secured;
B. The
equipment used to secure a vessel; and
C. The
process of securing a vessel other than by anchoring.

"Mooring buoy" means a buoy secured to the bottom of a park
water by anchors and provided with attachments to which a vessel may
secure by use of its anchor chain or mooring lines.

"Motor vehicles" means any multi-wheeled, treaded or sled-type
vehicle that is propelled by a motor or engine. "Motor vehicles" includes
any vehicle commonly known as a "motorized recreation vehicle."

"Park" includes every park, roadside rest, golf course, reservoir,
riding and hiking trail and every other recreation facility owned,
managed or controlled by the city, county or state, and under the
jurisdiction of the director.

"Park waters" means any lake, reservoir, pond or other body
of water within a park.

"Shore" means that part of the land in immediate contact with
a park water and shall include, but not be limited to a beach.

"Slip" means berthing space for a single vessel alongside a
pier, finger float or walkway.

"Stray vessel" means:
B. A vessel,
the owner of which is unknown;
C. A vessel
moored without permission; and
D. A vessel
underway without a competent person in command.

"To anchor" means to secure a vessel to the bottom, within park
waters, by dropping an anchor or anchors.

"Underway" means the condition of a vessel which is not at anchor,
without moorings or which is not otherwise made fast to the shore
nor aground.

"Vessel" includes every description of watercraft used or capable
of being used as a means of transportation on water. "Vessel" includes
a raft, but does not include a surfboard, aquaplane, paddleboard or
a standard surf mat, nor does it include a seaplane on the water.
