A grading and erosion control permit shall be required for all construction projects which disturb the soil except for those projects specifically exempted by Section 15.48.090. An application for a grading and erosion control permit shall be filed with the Director, on a form and submitted with information as requested by the Director. The Director may request additional information as needed. In addition to the application, the applicant shall submit, as applicable, any environmental review documents; any conditions of approval; NOIs and SWPPPs; ESCPs; and grading plans. Grading plans shall be prepared in conformance with the City's requirements for improvement plans as delineated in Title 16, Development Code and Appendix J, California Building Code.
In the case of a public emergency that requires immediate construction activities, the person responsible for the construction shall notify the City within 24 hours of commencing the construction activity and shall submit an application for a grading and erosion control permit along with all pertinent information within thirty days.
