1) 
This policy establishes uniform guidelines for the selection of City representation before the National League of Cities Congress and California League of Cities Conference.
The League's constitution provides that each city is entitled to one vote in matters affecting municipal or League policy. To be eligible to vote in the General Business Session, each city must designate a Voting Delegate and an Alternate who will be present at the Conference.
2) 
Each year the Mayor of the City of Stockton appoints a Voting Delegate and Alternate to attend the National League of Cities Congress and California League of Cities Conference.
3) 
The delegates participate in the decision making process by voting in the General Business Session of the League on Conference resolutions. This participation allows Voting Delegates to respond immediately to legislative issues on behalf of the City Council during the General Business Session as well as make recommendations on issues which help to guide cities and the League in improving the quality, responsiveness, and vitality of local government within the State and Nation.
4) 
TRANSMITTAL OF LEAGUE RESOLUTIONS TO CITY COUNCIL
The Resolution to be acted upon at both the National League of Cities Congress and the Annual League of California Cities Conference shall be transmitted to the City Council in advance of these conferences for review.
5) 
DESIGNATION OF VOTING DELEGATE AND ALTERNATE
Concurrently with the submittal of the Resolutions, the Mayor shall present for Council consideration a Resolution designating the Voting Delegate and Alternate.
The Mayor's authority to designate the Voting Delegate and Alternate has been specified by the adoption of past Resolutions.
6) 
RESOLUTIONS OF CONCERN TO CITY MANAGER
In the event the Resolutions under consideration contain items of significant concern to the City Manager, these items will be highlighted to so indicate.
7) 
RESOLUTIONS OF CONCERN TO CITY COUNCIL
If any Councilmember has concern over a particular Resolution under consideration, the Councilmember may bring the matter up for discussion and secure direction from the City Council to the Voting Delegate as to how the Delegate shall vote the issue at the conference.
Mayor: Appoint a voting delegate and an alternate to attend the National League of Cities Congress and California League of Cities Conference and present these selections as a Resolution to City Council.
City Council: Consider Resolution designating voting delegate and alternate.
