The board of supervisors finds:
A. A local
emergency has been defined by state law as meaning the duly proclaimed
existence of conditions of extreme peril to the safety of persons
and property within the territorial limits of a county caused by such
conditions as sudden and severe energy shortage, which conditions
are or are likely to be beyond the control of that political subdivision
and require the combined forces of other political subdivisions to
combat;
B. Energy
emergencies may occur in the state due to the fact that reserve generating
capacity for this part of the state is anticipated to be at a hazardously
low level;
C. The
state law provides that a local emergency may be proclaimed only by
the governing body of a county or by an official so designated by
ordinance adopted by such governing body;
D. The
Modesto irrigation district has requested this board of supervisors
to designate the president and the vice president of the board of
directors of the Modesto irrigation district and the chairman of the
board of supervisors of the county as officials who may proclaim a
local emergency on the limited basis of a sudden and severe shortage.
