Upon the basis of engineering and traffic surveys heretofore made and as heretofore determined and declared by the board of supervisors, prima facie speed limits have been and are established on portions of county highways described in this chapter and the speed of any vehicle on such portions of the county highways in excess of the established speed limits in prima facie unlawful unless the person charged with violation of the speed limit establishes by competent evidence that the speed in excess of the limits did not constitute a violation of the basic speed law established by Section 22350 of the Vehicle Code of the state, at the time, place, and under the conditions then existing.
