The regulations in this chapter shall apply in all districts
which are combined US districts. These regulations are in addition
to other regulations specified in this title. However, if any of the
regulations specified in this title for any other district which is
combined with a US district conflict with the provisions of this chapter,
then the provisions of this chapter shall govern.

The US combining district is intended for use within the spheres
of influence of any sanitary district, water district or community
services district serving an unincorporated area. Use of this district
combined with any of the other districts in this title will require,
prior to development, annexation to, and service from, the special
district within whose sphere of influence the property lies.

Uses permitted in US combining districts are all uses permitted in the respective districts with which the US district is combined, subject to the restrictions of Section
21.70.040.

Prior to development of any of the uses permitted in Section
21.70.030 in any district in this title which is combined with the US district, the property to be developed shall be annexed to, and receive service from, the sanitary district, water district, or community services district within whose sphere of influence the property lies.
