No person shall perform as a contractor, or be issued a permit to do any contracting within the Town of Basin for which a permit is required, who has not been registered as a contractor by the town by meeting the qualifications contained herein. This provision does not apply to individuals who conduct work on their own real property and not for resale; however, said individuals are required to adhere to adopted code provisions and permit requirements.

A "contractor," for purposes of this chapter, is any person who engages in the improvement of real property which requires a permit. The following activities are considered to be conducted by contractors requiring a license to work within the town:
A. 
General Building: Work on residential and commercial structures within the scope of international codes.
B. 
Drywall.
C. 
Excavation of public right-of-way.
D. 
Roofing.
E. 
HVAC.
F. 
Hearth systems.
G. 
Sprinkler landscaping.
H. 
Plumbing.
I. 
Concrete.
J. 
Masonry.
K. 
Structural steel.
L. 
Cemetery monument.

A contractor who has received written approval by the town authorizing said person to conduct, carry on, or engage in any business as a contractor.

A business or individual shall be issued a contractor registration upon compliance with the following:
A. 
Shall submit a complete building contractor's registration application.
B. 
Shall be legal to conduct business within the State of Wyoming.
C. 
Shall maintain current compliance with the Wyoming Department of Revenue.
D. 
Shall maintain current compliance with the Wyoming Unemployment Insurance Division.
E. 
Shall maintain proof of workers' compensation coverage.
F. 
Shall maintain a working telephone service with functioning voice mail available during business hours.
G. 
Shall maintain a current address for postal service.
H. 
Shall maintain proof of liability insurance with a minimum policy of not less than $300,000 per occurrence.
I. 
Shall submit a twenty-five dollar ($25.00) registration fee for each year of registration commencing January 1 of each year. Contractors shall have 60 days from the effective date of the ordinance codified in this chapter to comply.

Contractor's registrations are issued for a period of one year and may be renewed annually with proof of compliance with all registration requirements and with payment of a twenty-five dollar ($25.00) registration renewal fee.

The Town of Basin shall be granted the authority to suspend or revoke a contractor registration when the registered contractor fails to comply with the requirements contained within this chapter.

Any person who violates any provision of this chapter may be charged with a misdemeanor for each violation, punishable by a fine of not more than $750.
