The regular meetings of the city council shall be held on the second and fourth Tuesday of each month, with closed session business to commence at five p.m., when scheduled, and general business session to commence at seven p.m. The meetings will be held in the city council chambers in the City Hall or at such other places within the city limits of the city as the city council may, from time to time, provide. If any regularly scheduled council meeting falls upon a legal holiday, the meeting shall, without further notice, be held upon the Wednesday following the regular meeting date, which shall be the next day, at the same hour on the first legal date subsequent thereto.
Notwithstanding the foregoing, regular city council meetings shall not be held on what would normally be the second meeting in July of each calendar year, the first meeting in August of each calendar year, the second meeting in November of each calendar year, and the second meeting in December of each calendar year.

Special meetings may be called at any time by the mayor or a majority of the members of the city council in compliance with the California Open Meeting Laws.

Commencing December 9, 2024, each member of the council of the city shall receive, as salary, the sum of one thousand six hundred dollars per month, which shall be payable at the same time and in the same manner as the salaries are paid to other officers and employees of the city. The salaries prescribed by this section are exclusive of any other amount payable to a member of the council as reimbursement for actual and necessary expenses incurred by him or her in the performance of his or her official duties.

The salaries prescribed in Section 2.04.040 are and shall be exclusive of any amounts payable to each member of the council as reimbursement for actual and necessary expenses incurred by him or her in the performance of official duties for the city.

The provisions of this code apply to the planning commission, community services commission and to all other commissions and/or citizen advisory boards whose members are appointed by the city council, or by the mayor with consent of the city council. Notwithstanding the fixed terms of office specified in this code, members of the commissions and citizen advisory boards do and shall serve at the pleasure of the city council. Any commissioner and citizen advisory board member may be removed at any time from the commission and/or citizen advisory board by a majority vote of the council. Notwithstanding the expiration date of a term of a member of a commission or citizen advisory board, each commissioner/citizen advisory board member, with or without cause, may be removed as a member of the commission/citizen advisory board by order of the city council.

Pursuant to California Government Code Section 34886, as it may be amended, members of the city council shall be elected on a by-district basis from five single-member council districts. The city's by-district electoral system shall be conducted in accordance with California Government Code Section 34871, as it may be amended.

(a) 
Pursuant to Section 2.04.070 of this chapter, members of the city council shall be elected on a by-district basis, as that term is defined in California Government Code Section 34871, as it may be amended, from the five council districts described as follows, which shall continue in effect until they are amended or repealed in accordance with law:
(1) 
Council District 1 shall comprise all that portion of the city reflected on Attachment 1.
(2) 
Council District 2 shall comprise all that portion of the city reflected on Attachment 1.
(3) 
Council District 3 shall comprise all that portion of the city reflected on Attachment 1.
(4) 
Council District 4 shall comprise all that portion of the city reflected on Attachment 1.
(5) 
Council District 5 shall comprise all that portion of the city reflected on Attachment 1.
A map showing the districts described in this chapter is attached hereto as Attachment 1 and incorporated herein by reference.
(b) 
Members of the city council shall be elected in the electoral districts established by this section and subsequently reapportioned pursuant to applicable state and federal law.
(c) 
The member of the city council elected to represent the city must reside in that district and be a registered voter in that district, and any candidate for city council must live in, and be a registered voter in, the district in which he or she seeks election at the time nomination papers are issued, pursuant to California Government Code Section 34882 as it may be amended, and Elections Code Section 10227 as it may be amended. Termination of residency in a district by a member of the city council shall create an immediate vacancy for that council district unless a substitute residence within the district is established within thirty days after the termination of residency.
(d) 
Notwithstanding any other provision of this section, and consistent with the requirements of California Government Code Section 36512, the members of the city council in office at the time the ordinance codified in this chapter takes effect shall continue in office until the expiration of the full term to which he or she was elected and until his or her successor is qualified. At the end of the term of each member of the city council, that member of the city council's successor shall be elected on a by-district basis in the districts established in this section and as provided in Section 2.04.090 of this chapter.

Commencing with the general municipal election in November 2022 and thereafter, the voters in Districts 1 and 4 shall elect members of the city council by district for full four year terms. At the general municipal election in 2024 and thereafter, the voters in Districts 2, 3 and 5 shall elect members of the city council by district for full four year terms.

Pursuant to Elections Code Section 21601, as it may be amended, the city council shall adjust the boundaries of any or all of the districts following each decennial federal census. Using the census as a basis, the city council shall adjust the boundaries so that the districts shall be as nearly equal in population as practicable and in compliance with all applicable provisions of law. Any adjustment of district boundaries shall be made by ordinance adopted by the city council before the first day of November of the year following the year in which each decennial federal census is taken. Prior to the public hearing approving the adjustment of the district boundaries, the city council shall hold a public hearing on the proposed district boundaries as required by Election Code Section 21607 as it may be amended.
At the time of any annexation of territory to the city, the city council shall designate, by resolution adopted by a vote of at least a majority of the city council, the contiguous district to which the annexed territory shall be a part and shall amend the district boundaries if necessary in accordance with Election Code Section 21603, as it may be amended.
