There is hereby created in the treasury of the city of Glendora an enterprise fund to be known as the water capital projects fund.

The purpose of the water capital projects fund is to pay for capital improvements arising from construction, replacement, extension of and additions to the city's water system.

A portion of water service charges and miscellaneous water related charges designated for capital improvement if the water system shall be credited to the water capital projects fund.

Expenditures from the water fund shall be limited to those capital projects related to construction, replacement, extension of and additions to the city's water system. Such expenditures may be authorized by the city council by the adoption of the water capital projects fund budget or by supplemental appropriation from the fund.

Interest earned on the water capital projects fund cash balance shall be recorded as revenue to the fund.
