It is a nuisance and unlawful for any person to keep in the
city, or suffer or permit to be kept at or upon any premises owned,
controlled or occupied by him or her, any chicken coop, yard, cow
house, stable, cellar, drain, vault, pool, sewer or sink in a foul,
offensive, noxious or filthy condition; nor shall such person cause
or suffer or permit the carcass of any animal to remain upon any lot,
premises or place owned, controlled or occupied by him or her, for
a period of more than twenty-four hours, or to cause, suffer or permit
any animal or vegetable matter, garbage, filth, night soil, slops,
swill, suds, stagnant water or other offense matter liable to become
putrid, to collect or be deposited upon any lot, premises or place
owned, controlled or occupied by him or her, except as to garbage
where such garbage is collected or removed by authority of the city.
