There is created a traffic safety committee. The members of
such committee shall be the city manager, chief of police and city
engineer, or such members of their respective staffs as they may designate
in their place. The traffic safety committee shall hold at least one
meeting quarterly.

The traffic safety committee is authorized and directed to advise
and recommend to the city council on all matters for which the city
is authorized pursuant to the
Vehicle Code to enact local ordinances
except as follows: The city engineer, independent of the traffic safety
committee, shall review, deny or approve all requests for the implementation
of no parking zones in the city of Glendora. The city engineer is
further authorized to order the red painting or posting of signs as
they relate to the determination of a no parking request.

All advice and each recommendation of the traffic safety committee
shall be subject to the review and approval of the city council.
