Pursuant to Vehicle Code Section 21101, subsection (e), the
city manager or his or her designee, after soliciting recommendations
from the director of public works and the chief of police, may temporarily
close all or a portion of any local street, except a state highway,
for celebrations, parades, local special events and other purposes
when, in the opinion of the city manager or his or her designee that
such closure is necessary for the safety and protection of persons
who are to use that portion of the street during the temporary closing.
