The provisions of this Article shall be deemed in addition to
and not in conflict with, nor repeal, any other provision of Chapter
3 Motor Vehicles and Traffic; provided, however, that where any provision
of this Article conflicts with any other provision of Chapter 3, the
provisions of this Article shall control as to the subject covered
thereby.

Whenever any word or phrase used in this Article is not defined
herein but is defined in the California
Vehicle Code, the definition
set forth in such Code is incorporated into this Article as though
fully set forth herein. The following words and phrases as used in
this Article shall have the following meanings:
"Driver"
means a person who owns or operates a vehicle.
"Holiday"
means the following days: New Year's Day; Birthday of Dr.
Martin Luther King, Jr.; Memorial Day; Independence Day; Labor Day;
Thanksgiving Day; Christmas Day; and any additional holiday identified
by City Council ordinance or resolution.
"Metered parking space"
means any on-street parking space within the City of Inglewood,
or off-street parking space owned or operated by the City, which requires
advance payment at a parking meter for the permission to park a vehicle
for a specified period of time.
"Parking facility"
means any parking lot, garage, or structure owned or operated
by the City.
"Parking meter"
means any mechanical or electronic device serving one or
more metered parking spaces which, upon lawful payment, can display
or generate a paper or electronic receipt showing the period of time
a vehicle is permitted to park in a metered parking space. Parking
meters may include single-space meters, multi-space meters, payment
centers and any other mechanical or electric device which regulates
a metered parking space.
"Payment"
means any U.S. currency, credit card, debit card, mobile
device, and any other lawful payment accepted by the City for parking
in a metered parking space.

Parking meters and metered parking spaces may be installed in
all or a portion of any parking meter zone at the discretion of the
Public Works Director. The Public Works Director shall consider traffic,
safety, parking demand, and any other relevant traffic engineering
principle when designating the location of parking meters and metered
parking spaces.
The Public Works Director shall cause parking meter zones to
be marked with white lines designating metered parking spaces and,
if necessary, a number identifying a metered parking space for payment
at a parking meter.

Unless otherwise set by City Council ordinance or resolution,
the Public Works Director shall determine the hours of operation and
maximum time limits for all parking meter zones, or portions thereof,
and shall cause these regulations to be displayed or posted on each
parking meter. The Public Works Director shall consider traffic, safety,
parking demand, special events, and any other relevant traffic engineering
principle when making these determinations.
The hours of operation and maximum time limit shall not be enforced
on holidays unless notice indicating otherwise is displayed or posted
on a parking meter.

The parking meter rates shall be as follows:
(a) Commercial Parking Meter Zones.
Fifty cents per thirty-minute increment.
(b) Downtown Parking Meter Zones.
Fifty cents per thirty-minute increment.
(c) Industrial Parking Meter Zone.
Twenty-five cents per thirty-minute increment.
(d) Off-street Parking Meter Zones.
(1) Library Parking Lots.
Fifty cents per thirty minute increment.
(2) Parking Structure 2.
One dollar per thirty minute increment up to ten dollars daily
maximum.
(e) Special Event Rates for Parking Meter Zones. The Public Works Director
or the Director's designee shall have the authority to determine
which metered parking spaces are subject to the special event parking
rates in accordance with the chart below:

(f) Electronic Payments. If the City is charged a convenience fee for
accepting parking meter payments made via credit card, debit card,
mobile payment or any other electronic commerce technology ("electronic
payment"), the City may collect or authorize the third party providing
such electronic payment service to collect the convenience fee from
the person making the electronic payment. In addition to the convenience
fee, there shall be a one dollar minimum for electronic payments for
a metered parking space. The convenience fee, if any, shall be clearly
and prominently disclosed to the person before making the electronic
payment.
(g) It is unlawful for a driver of a vehicle to park the vehicle in a metered parking space during a special event without paying the special event parking rate. A violation of this subdivision is an infraction punishable pursuant to Section
1-18.1(b).

It is unlawful for any person to deposit any defaced or bent
coin, slug, device, material, or instrument as a substitute for lawful
payment for parking in a metered parking space.

Except for an agent or employee of the City acting in the course
of his or her agency or employment, it is unlawful for any person
to deface, injure, tamper with, open, willfully break, destroy or
impair the usefulness of any parking meter.

If the City needs to prohibit parking in a metered parking space
for any reason, the Public Works Director shall cause No Parking/Tow
Away signs to be posted at least twenty-four hours prior to enforcement.

It is unlawful for a driver to allow their vehicle to remain parked in a metered parking space when the parking meter or proof of payment shows the parking time has expired. A violation of this Section is an infraction punishable pursuant to Section
1-18.1(b). This Section shall not be enforced during holidays, unless notice indicating otherwise is posted or displayed on a parking meter.
This Section does not apply to vehicles displaying a valid metered parking space permit in accordance with Section
3-80.

It is unlawful for a driver to allow their vehicle to remain parked in a metered parking space beyond the maximum time limit posted or displayed on a parking meter for the metered parking space. A violation of this Section is an infraction punishable pursuant to Section
1-18.1(b). This Section shall not be enforced during holidays, unless notice indicating otherwise is posted or displayed on a parking meter.
This Section does not apply to vehicles displaying a valid metered parking space permit in accordance with Section
3-80.
