It shall be unlawful for any person to operate or use a bicycle, as same is or may hereinafter be defined in Section 39000 of the California Vehicle Code, upon any of the public streets within the City without first obtaining a license therefor from the Registrar of Bicycles.

Bicycle licenses and bicycle license renewals shall be issued by Designated Agents of the Registrar of Bicycles. Designated Agents shall include persons, firms, partnerships or corporations engaged, wholly or partly, in the business of selling bicycles at retail, or buying or taking in trade bicycles for purpose of resale, selling or offering for sale at retail, or otherwise dealing in bicycles at retail whether or not such bicycles are owned by such persons or entity, and such other individuals or entities as the Registrar of Bicycles may appoint.

A fee of one dollar ($1.00) per year for each year, or fraction thereof, in the license period as established in accordance with Division 16.7, Section 39000 et seq., of the California Vehicle Code, shall be paid in advance.
The license fee to be paid for each license for each bicycle and for each renewal of a license shall be forwarded to the Registrar of Bicycles and shall be deposited in the City Treasury to be used to offset the cost of this program, to improve bicycle safety programs, and to develop and maintain bicycle facilities.

All bicycle license fees and bicycle renewal fees and all registration and renewal documents shall be remitted to the Registrar of Bicycles no later than 10 business days after the close of each calendar month. A Designated Agent may elect to prepay the license fees by remitting to the Registrar of Bicycles the amount due for all licenses received by said Designated Agent at the time of his receipt of the licenses.

The Registrar of Bicycles shall provide such licenses and registration certificates to the Designated Agents as shall hereinafter be provided by the State of California, in conformance with all applicable provisions of the California Vehicle Code. Registration certificates shall include such information as may hereinafter be required by the California Vehicle Code and the Registrar of Bicycles. The Registrar of Bicycles shall compile and maintain records of each bicycle registered.

It shall be unlawful for any person to:
(a) 
Willfully or maliciously remove, destroy, mutilate or alter the number of any bicycle frame licensed pursuant to this Article;
(b) 
Willfully remove, destroy, mutilate or alter any license or registration certificate during the time in which such license or registration certificate is operative or valid. Nothing in this Section shall prohibit the Registrar of Bicycles from stamping identification numbers on the frames of bicycles on which no serial number can be found, or on which said number is illegible or insufficient for identification purposes.

Any Designated Agent and/or any bicycle owner or operator who willfully fails or refuses to fulfill the requirements of this Article shall be subject to a $5.00 fine for each such instance of violation.
