For the purpose of this Chapter, certain terms used herein are defined as follows:
"Average flow" shall mean the number of gallons of sewage discharged into the public sewers during a twenty-four hour period.
"Bench" shall mean a seat for the accommodation of persons awaiting transportation.
"Commission" shall mean the Public Utilities Commission of the State of California.
"Driveway approach" shall mean the portion of a curb, parkway or sidewalk which has been depressed below the level of the adjoining curb, sidewalk or parkway for the purpose of providing vehicular access from the street across said curb, parkway and sidewalk to the property fronting thereon or abutting thereto.
"Excavation" shall mean any opening in the surface of a public place made in any manner whatsoever, except an opening into a lawful structure below the surface of a public place, the top of which is flush with the adjoining surface and so constructed as to permit frequent openings without injury or damage to the public place.
"Facility" shall mean pipe, pipeline, tube, main, service, trap, vent, vault, manhole, meter, gauge, regulator, valve, conduit, wire, tower, pole, pole line, anchor, cable, junction box, transformer or any other similar material, similar structure, or object of any kind or character, whether enumerated herein or not, which is or may be lawfully constructed, left, placed or maintained in, upon, along, across, under or over any public place.
"Floor area" shall mean that area included within the surrounding walls of a building or portions thereof, exclusive of vent shafts and courts.
"Lot" shall mean any piece or parcel of land bounded, described or shown upon a map, plat or deed recorded in the office of the County Recorder, or shown as a separate parcel on the last equalized assessment roll which conforms to the boundaries of such lot as shown upon such recorded map, plat or deed or roll; provided, however, that in the event any building or structure or intended use covers more area than a lot as herein defined, the term "lot" shall include all such pieces or parcels of land upon which said building or structure or intended use is wholly or partly located, together with the yards, courts and other unoccupied spaces legally required for the building or structure.
"Mapped roadway" means the public right-of-way provided for street, alley and/or sidewalk use, as heretofore recorded on any subdivision map, parcel map, record of survey, or other legally recorded document by which such right-of-way, or portion thereof, was dedicated, or otherwise acquired by the City of Inglewood, for such public use.

"Owner" shall mean any person having any interest in any lot in the City.
"Parkway" shall mean all that area exclusive of sidewalk lying between a property line and any curb.
"Peak flow" shall mean the instantaneous maximum rate of flow of sewage being discharged to the sewer and shall for the purpose of this Chapter be determined at three times the average flow.
"Person" shall mean and include individuals, firms, corporations, partnerships, and their agents and employees.
"Poles, overhead wires and associated overhead structures" shall mean poles, towers, supports, wires, conductors, guys, stubs, platforms, crossarms, braces, transformers, insulators, cutouts, switches, communication circuits, appliances, attachments and appurtenances located above-ground within a District and used or useful in supplying electric, communication or similar or associated service.
"Public place" shall mean any public street, way, place, alley, sidewalk, park, square, plaza or any other similar public property owned or controlled by the City.
"Public right-of-way" shall mean any public thoroughfare or way including the sidewalk, the parkway, curb, and any other public or quasi public property or easement bordering a public street or roadway.
"Public sewer" shall mean the main line public sanitary sewer including any sewer or sanitary pipe line or portion thereof and any sewer main, trunk, sewer, or appurtenance in a public place or sewer easement which connects, directly or indirectly, any lot or part thereof, with any part of the sanitary sewer system of the City of Inglewood.
"Sidewalk" shall mean any paved surface ordinarily used for pedestrian travel and lying between the property line of any property and the curbing.
"Substructure" shall mean any pipe, conduit, duct, tunnel, manhole, vault, buried cable, or wire, or any other similar structure located below the surface of any public place.
"Underground Utility District" or "District" shall mean that area in the City within which poles, overhead wires, and associated overhead structures are prohibited.
"Utility" shall include all persons or entities supplying electric, communication or similar or associated service by means of electrical materials or devices.
